 Post subject: Why do have to pay tolls on Roads built with Tax Money?

Can someone please answer me a question; Why do you have to pay tolls on Roads built with Tax Money?

Do we not pay taxes for the roads to be built? If tax money is used to build these roads then why do we get taxed again in the form of a toll to use these roads?

This just does not make sense to me, I would love to hear a professional explanation.
